My thought process on this was that the area is basically locked between the railroad and the lake. It could be developed by expanding subdivisions adjacent to,the land. If a jail facility were to be built it would have to have access through developed neighborhoods. There isn't a way to have a dedicated road into the area. No one would want this including the facility managers.
I think it was labeled a Regional Facility is that it would serve a large area, basically the map, and not just one development. Detention and retention ponds are two different flood control management practices. A detention pond receives water at a high rate then releases it through an outfall at a slower rate essentially detaining the water. A Retention pond receives the water but does not have an outfall keeping all the water or retaining it. This water is then allowed to percolate into the ground or evaporate. For many years I too was confused by the terms often interchanging them when in fact they were different. Detention is more commonly used in Harris and surrounding counties. Many developers hide detention ponds by making a water feature in the development. Ponds are dug deeper than necessary so they can hold water and still have the required water storage capacity. These lakes are landscaped and enhance the project but in reality they are detention ponds.
I have some contacts with Harris County Flood Control , I'll make a few calls. Also have some with TDCJ but think I will keep with the positive vibes.
