@humblegirlpoint was simply that if the designation was made 11/13 that they had capability and intent that it could/should have been designated sooner when they approached the SOS. I think that was the intent of the OP in addition to HIllary bashing.

I disagree. Based on reading a number of articles and sites, the history is that the majority of advisers did not feel this org fit the required criteria. This org then did worse things and did so in a more international way, that then allowed the criteria to be met. At some future point, the state dept could decide the org no longer fits criteria and take them back off the list. Let's all hope.
Also if you read what this classification means, it doesn't sound like it would have done much if anything in preventing crimes against the orgs own country/citizens. We use it to encourage the country to police the org itself.
Based on what I've read, Nigeria has dealt with them very harshly. This has actually served to make them stronger and more violent. As usual, violence begets more violence. The root cause is not addressed.
