The driver was identified as Rhasaan Jasper, who displayed multiple signs of impairment.A series of Standardized Field Sobriety Tests were administered, and it was determined he was intoxicated. Further investigation revealed that he was in possession of a firearm and that he had a an open warrant for Driving Under the Influence out of Louisiana."Rhasaan Jasper was arrested and booked into the Harris County Jail for the open warrant and charged with Driving While Intoxicated and Unlawful Carry of a Weapon.
