Sammee : Yes we should have Precinct 2 because we are now in Precinct 2 . A deal was cut because Pct 4 has a bunch of contracts with HOA's out here is what I was told . We all pay taxes for the Sheriffs. They refuse to come because we have a private contract with Precinct 4 . Some Idiot board in ACIA thought it a good idea to have private security . Back in the 1980's or 90's I knew someone on the board that has told me the officers we had DID NOT LEAVE OUR SUB unless another officer needed back up & our officers were the closest to them . Now you never can find them unless you see them parked at one of our parks or a gas station or restaurant or responding to wrecks on 1960 & we have MANY ! . Are most of the time they park at The Overlook which is a private business & not a part of ACIA . Worse yet they are at our monthly meetings to give their report & then they sit right there through our entire meeting instead of patrolling our streets . In my opinion our board uses them to throw people out of the meetings . One night they threw everyone in the room out . They almost never answer questions & if you dare say just answer the question would you please answer the question you will get removed by the officer . I asked the officer on what grounds I was being removed & he would not answer me . How could he because everyone was thrown out . Is he going to say because your HOA president wants you all out ? Hey who writes his name on the check to pay the Constables ?
@bbk : The Commissioner's have 4 precincts, the Constables have 8 Precincts. Laws require the Commissioner's precincts to be within certain percentages and as PCT 4 exploded, some (but not all) parts were shifted to PCT2. It had nothing to due with PCT 4 having HOA patrol contracts.
Unfortunately, unless your documents require a public forum, its not required under Texas Law. While most of the meeting has to be open to the public, unless you have it in your governing documents, members are not entitled to speak at the meeting.
The Legislature has tried to change that, a bill last session would have required association boards to allow members 30 minutes EACH to address the Board. I think 30 minutes is extremely excessive and apparently the rest of the legislature did too - that bill died.
