Detention just makes me think of a punishment like D-hall. And retention makes me this of a holding facility like water.

It's going to be a Prison. Just like we have one down on Atascocita Rd already. You know the one by the park.

Hi Neighbors. Sorry for the late response; I have recently started my own business and have had back to back meetings.The response received with regard to this, "It is more than likely a water retention center". However, I am going to further my investigation by checking with the economic development group. I'll keep you advised.
