I wouldn't be as confident as that as last election wasn't a blow out (less than 10 pts if I recall) and we've had a lot more Ca. libs move to Austin since then (and here for that matter).
Edit-googled it and it was 16 points-still we've had a lot changes-may be a lot closer this election.

As cities like Houston become more diverse I believe there are opportunities for us to become a "purple" state.
