The Doppler future tracks don't show much rain actually hitting Houston, yet ABC's noon weather lady said we'll get 3-5 inches of rain this weekend and dangerous storms. What gives? Ratings ploy??

Ratings ploy for sure. The worst weather prediction I've seen from a non-new cast (different weather websites) says we could have about 1.5 inches on Friday and another .5 inches on Saturday.
 
They don't even have saturday listed at 100% chance.
The TV news just has to try their best to keep you glued to the set since they suck so bad.

From the National Weather Service. They don't care about ratings, they do care about us though. Lots of technical jargon, but what it says is its gone to rain. Some places if heavy T-storms form could be 2-3 inches / hour. Sat. looks like a wash out, Sun. much better.

Severe weather possible this weekend
Main threat: strong damaging winds, hail

c253 - There is some uncertainty to this weekend’s forecast but what is certain is there is a real threat for heavy rain, flash flooding, and severe weather Friday afternoon through Saturday.
 
Waves of storms will push through this weekend so a Flash Flood Watch will begin at 1 p.m. Friday and continue through Sunday morning.
 
The first complex of storms will start Friday afternoon and become more widespread overnight into Saturday. There is the risk for severe weather with the threats being strong winds and hail. There is a minimal risk for tornados but with very wet soil strong straight line winds will be a more widespread concern.
 
A wind gust of 30-35 mph could easily knock a tree over with our water logged soil. Severe storms later today into Saturday could produce winds in excess of 40-60mph. This could produce power outages and isolated damage.
 
2 to 4 inches of rain is expected area wide but isolated locations will easily pick up 5 to 8 inches. Flash Flooding is a large concern.
 
A Coastal Flood Advisory is also in effect from 9 a.m. Friday until 4 p.m. Friday.
