Overall Context:
The 2018 flood bond was for $2.5 billion, but the total cost of all projects was closer to $5 billion, necessitating partnership funding, according to the Houston Chronicle.
The bond program aimed to implement 181 flood damage reduction projects.
The Harris County Flood Control District is responsible for implementing and managing these projects.
Commissioner Rodney Ellis (Pct. 1) has expressed concerns about the funding shortfall and the potential impact on public trust if projects are not completed, according to The Texan.

After a catastrophic flooding event voters are usually frightened and agreeable to flood mitigation bond approval. Harris County Commissioners Court is a political body and their decisions reflect that. Every bond issue vote ultimately hinges on the Commissioners administration of the voter approved monies..
