The light is in front of the center lane AND it is a double arrow. They need to move the light and paint a straight arrow to make that clear. Right now it isn't and I don't see how they could fault someone for turning from that lane.

It's not super clear. However if you view the solid lines that separate the left and center lane that is actually all that is needed by law to state you can't turn. A double turn lane should have a dashed line separating the two turn lanes.I do agree some signs would be nice.
