It's tit for tat because she dis-invited him from speaking at the House for the State of the Union address. I interpret it has a contest which means no end to the shutdown in sight as they flex their political power..

Technically she didn't disinvite him, she asked him to reschedule. But I get your larger point. Additionally 45 would have had no idea a congressional delegation was leaving today. So someone on his staff was petty enough to point it out to him and subsequently have his speech writers draft a letter.
While this obvious tit for tat is going on it's the ordinary people that are suffering. A commentator on one of the news stations made a very good point. In paraphrasing they said the wall is a symbol of his presidency. As such he won't back down because conservatives have told him if he does his re-election will be in peril. Pelosi doesn't want to give in because one of the conditions of being elected Speaker is standing up to him.
If there is a middle ground no one appears to know what it is.
