@FNULNU1954 : I would say yes. They will want to see your plot because you can't put anything up against the fence line due to utility right of ways. If you do and for some reason the utilities need to get on/in the right of way they can make you remove the shed and concrete pad! Is it really worth taking that chance???

Some HOA stuff is just stupid... We had to have approval to repaint the exterior of our house the same color!! Of course, in true HOA fashion, they took so long to approve it the job was already completed by the time we got the approval!! I could see if we were changing the color... (Remember the turquoise house??)

I remember when I had my stand by generator installed. The company didn't require it to be on a cement pad but the HOA did so I had to have someone pour the small slab.
