Hell yes they do. Worse than the 4H cooking judges during rodeo season.

I saw one year a team used to winning 1st place did not place last year and they went bonkers with the organizers and judges because they used the same recipe in San Antonio Rodeo but Humble rejected them. I tried not to laugh but later when I talked with the mother of that team she told me these judges are fixed.
