Not to me. Totally different dogs, imo. Enlarge both next to each other.

Once I lightened the pic, I can see that the snouts are totally different.

Ok I sent the man who's posted lost dog pic all the pics for this dog. His dog was lost off Uvalde - he thinks it could possibly be his so we need OP to contact him I have his cell # ... Maybe it's his dog fingers crossed

They don't look the same to me.

The bottom dog looks like a GSD mix with ears that stick up 24/7.

So many sad puppy stories.

There was a dog that looked the first one in Atasca Woods on hot creek trace and fountain lily just now
