I don't think it was a mistake as much as the traffic light timing needs to be fixed and all lanes need to be open.

It'll be done when the local Politicians retire.....They'll have "cashed-in" and "moved-on" by then......

@JC77346 : The control boxes are still not manufactured. This past spring I read somewhere that can still take a year (until spring 2026) just to be built by manufacturer, let alone installed.

FYI, sorry to remind u, however, I-45 has been under construction for 50 years. Original construction: The first sections of what became I-45, the Gulf Freeway, were completed in the late 1940s and early 1950s.
Early improvements: Many of the downtown-area sections of I-45 were built in the 1960s and early 1970s.

I lived right off of 1960 in the thick of that construction before I moved, and was glad to get away from it. Not a month after I moved right off of Hwy 105, they started tearing it up right in front of my neighborhood... Now I'm in the same situation except there's more twists and turns, less lane space open, and less lighting at night. I've already seen 2 wrecks just at my intersection with 105 on the way in to work before the sun is out. Hopefully they realize they need to speed this up so people can see where they are going again.

Not a private contractor. The state hires private companies for road work.

Seems as if they have had several years to have procured them, even if that is the case. Unless, of course there was an oversight and if that is the case, blame it on poor management.
