1960/WLHP messed up

JoinkySploinky : I don't know the policies of the constables or local police, but I have a friend who is a cop for the City of Houston. He tells me that they are ordered NOT to direct traffic. Apparently, an HPD cop was directing traffic and one of the cars had a wreck. The driver sued the City and HPD for damages, saying he did was he was told and wrecked. He won and there was a sizable payout. Since then, HPD has adopted a policy of not directing traffic at any time
