Weathergirl5 : I've asked this same question. It's because they don't tense up. The alcohol leaves their bodies in a more relaxed state prior to impact.
eighteen : That makes perfect sense, but I just hate that is always the way it ends. The guilty person walks away mostly unharmed while innocent people die.
