Constables Arrest a Wanted Felon for Fail to Identify and MailTheft 
On July 9, 2023, a deputy with Constable Mark Herman's Office responded to the 12400 block of Sunset Breeze Drive in reference to a mail theft. The witness provided law enforcement with a suspect vehicle description and deputies located it in the area. A traffic stop was conducted and the passenger originally provided false identification. He was later positively identified as Octavius Phillips and was the person of interest involved in the mail theft. Further investigation revealed he had two open felony warrants for out of Harris County for Burglary and Robbery.
