Three North Shore students/football players killed within 2 year

All though this story is a little confusing. From what I understand. The most recent death ( last name Phillips) was arrested early in July for a road rage shooting. The other person involved is currently in jail.
Why wasn't this kid in jail? Made bail maybe? If I understand these details correctly this was probably a retaliatory shooting.

The family of a North Shore football player accused of driving a car involved in a July 6 shooting says the teen was coerced into being there, community activist Quanell X said Friday.Chace Zion Wade Calicut, who turned 18 Friday, according to court records, was arrested earlier this week and charged with aggravated assault with a deadly weapon in connection to the shooting. He was released on a $150,000 bond, court records show. The community activist, who organized a news conference with the family at their Houston home, spoke of the high school senior as a victim in the shooting who had been in the vehicle under threat."He made it crystal clear: man, I got a lot to lose, that I don't want to do this, I'm gonna go home," Quanell X said. "Under threat was he in that vehicle. He was a victim."Quanell X also alleged that detectives never attempted to speak to Calicut, a claim which contradicts court records.Calicut, who was 17 at the time of the shooting, was not accused of firing a weapon, courts record show. He was accused of driving while a passenger, 17-year-old Isaiah Phillip, was accused of firing a gun in the direction of another vehicle driven by two other 17-year-olds. Court records allege that Calicut tried to run the other vehicle off the road, drove in front of the other vehicle and slammed his breaks. The event was believed to have resulted from a falling out between Calicut and the driver of the other car, both of whom attend the same school, according to court records.The investigation is ongoing, and the Harris County Sheriff's Office was unable to provide information beyond what was available in public records, the office said in a statement.Calicut's case caught national media attention as the four-star football recruit had committed to the University of Georgia on June 27, just over a week before the shooting. He was set to enter his senior year at North Shore High School. Quanell X is the father of Quanell X Farrakhan Jr., who was a teammate of Calicut's at North Shore last season.He was named the No. 5 Houston area recruit for the class of 2025 by the Houston Chronicle and the No. 27 overall recruit in Texas by 247Sports after recording 44 tackles, 10 pass breakups and two interceptions as a junior for the North Shore Mustangs. The team reached the Class 6A Division I state semifinals and finished with a 14-1 record.The family members present during Friday's news conference weren't identified.
Representatives of the Harris County District Attorney's Office, Galena Park ISD and University of Georgia did not immediately respond to requests for comment. He also observed a gun being pointed at him from inside the car.As the victim's car sped away, they heard gunshots they believed to have come from Calicut's car.A witness also said they saw Calicut's SUV slamming on the brakes to stop the fellow driver and Philip shooting a firearm from the car window at the victim's car.Adding another layer to the situation, Phillip was shot and killed on the morning of July 21 in an unrelated incident in Harris County.Quannell X, an activist representing Calicut, describes very different circumstances in the incident, alleging that Calicut and Phillip were victims rather than aggressors."He was a victim that night, not a criminal," Quanell X said at a press conference outside of the Calicut family home following his arrest. "This young man was in the vehicle under threat.
