According to reports from PCT 4, on September 3, 2019, deputies with Constable Mark Herman's Office responded to the 18000 block of Keller Forest Court in reference to a suspicious male.

Upon deputies arriving, they quickly located the suspicious male who was hiding in between two homes.

When Constable Deputies identified themselves, the male immediately fled on foot. However, after a brief foot pursuit, he was apprehend and identified as Kincaid Barbour (18, Atascocita).

Further investigation revealed that he was out on bond for Burglary of a Habitation.

"Kincaid Barbour was arrested and booked into the Harris County jail, charged with Evading Arrest on Foot. He received No Bond out of County Court 03." - Constable Mark Herman

Why kinkaid why!

Seriously though, glad they caught him. His previous charge and his behavior this night are a pattern of being up to no good.

But hes 18, still young, hopefully getting caught this second time will be enough for him to turn his life around.

Wow! Looks just like what I expected. How ironic.

@BLAZE : Judging him by his color or hair? That's just pitiful.

So he was caught, let go, and he did it again? Who would have imagined?
Lock his loser *** up or parachute him to an island of like minded thugs.

We are told not to drink & drive . Yet we have bars all over the place . Wither a person drinks 1 or 10 drinks they are drinking & driving most of the time . So I've always wondered why officers aren't just standing at the door when they leave the bars or restaurants that serve alcohol ? To have arrested so many it looks like that's what they did this time .

@bbk :
One can still go by a bar and have a cpl drinks, or even 3/ 4 depending how long they'll be there, legally. They (and I mean these idiots that sit there till they are plastered at .2 (I know .08 is the max legal) and up and drive the wrong way, etc) haven't taken that away.....yet.
I've seen y'all post different, but the majority of folks at the bars/restaurants are not over the limit driving home, some have dd's, some are ubering, and some stay under the limit if driving. Not saying all as there are others that are driving irresponsible, but that's not everybody just cause your at the bar having drinks. A lot has changed in the last 20 yrs or so, with higher dwi penalties, Uber, and the info out there for options, I don't see it as much the places I go.

I just googled this but looks like he's in really big trouble. 18 years old and just screwed his life up. So sad but Second degree felony and offense, could be facing 2-20 years plus he just added evading arrest to the charges. Sad but second offense, he obviously didn't care to take the first offense seriously. Glad he's off the streets.

@bbk : I think you commented on the wrong thread, lol. However, it is unlawful, or goes against the rights of citizens, for officers to sit and wait for impaired persons on the premises (bars, clubs, ect.) of where the alcohol is being consumed.
