I have absolutely no sympathy for rioters, and I agree that mother kicking her sons butt is priceless. That said it might be useful to remember that hoodlums of all races take advantage of events to further their own agenda. For example it's not uncommon to see rioting by mostly young white people in cities where World Trade Organization meetings take place for example, or the ones where they riot because their favorite sports team, especially in college towns, either won or loss.
Now in regards to Baltimore in specific I have been there a few times. I didn't like it. To me the place reminded of a bombed out city from WW II that was never fully revitalized. Additionally like most large cities there are large areas of crushing poverty and a sense of hopelessness among many of the young. This environment breeds some of the thuggish behavior we have all seen. That said these thugs do not represent the vast majority of the people living there just trying to survive from day to day like anyone one of us. So a little perspective might be in order.
