It says by 2010 - 30%, 2025 - 60%, 2035 - 80% conversion to ground surface water.

Please read as the MUD districts have no control whatsoever over the amount to be charged for the use of each 1.000 gallons of water usage. The 1,000 gallon meters are located at the well sites. Homeowners are billed by their usage thru the water meter at their home.
The only problem with this is if there is a fire in a MUD district, the MUD district does not bill anyone for the usage to put the fire the MUD absorbs the total fee for water used. So everyone in the MUD pays the cost., it's not a problem, they want the AVFD to put the fire out.

Just be glad you do not get a water bill from the City of Houston, your total water bill would be about $125.00.
